Jonathan S. Caplan represents clients in patent litigation, counseling and prosecution, as well as in general corporate matters involving the acquisition, sale or licensing of intellectual property rights. Jonathan litigates patent infringement actions in federal district courts across the country, in the Court of Appeals for the Federal Circuit, and in state courts, representing both patent owners seeking to enforce their rights and defending companies against allegations of infringement. His litigation work includes patent infringement actions involving technologies ranging from wireless communications to cybersecurity to semiconductor wafer inspection equipment, as well as biotechnology manufacturing, recombinant protein therapeutics, immuno-assay kits and analyzers. Raluca Ada Popa is the Robert E. and Beverly A. Brooks assistant professor of computer science at UC Berkeley working in computer security, systems, and applied cryptography.

She is a co-founder and co-director of the RISELab at UC Berkeley, as well as a co-founder & President of Opaque Systems, and a co-founder of PreVeil, two cybersecurity startups. Raluca has received her PhD in computer science as well as her Masters and two BS degrees, in computer science and in mathematics, from MIT. Christopher Painter is a globally recognized leader on cyber policy, cyber diplomacy, cybersecurity and combatting cybercrime.

He has been at the vanguard of cyber issues for over 27 years, first as a federal prosecutor handling some of the most high-profile cyber cases in the U.S., then as a senior official at the U.S. Department of Justice, the FBI, the White House National Security Council and, finally, as the world’s first cyber diplomat at the U.S. Department of State.

Among many other things, Christopher served as a commissioner on the Global Commission for the Stability of Cyberspace and had been involved with the Global Forum on Cyber Expertise since its launch in 2015, e.g. Chairing the GFCE Working Group on Cyber Security Policy & Strategy. He is a frequent speaker on cyber issues, frequently is interviewed and quoted in the media and has testified on numerous occasions to U.S. Congressional committees.

He has received a number of awards and honors including Japan’s Order of the Rising Sun, the RSA Security Conference Public Policy Award and the Attorney General’s Award for Exceptional Service. He received his B.A. from Cornell University and J.D. from Stanford Law School.

Miguel A. Porrúa is the Coordinator of the Data and Digital Government Cluster at the IFD/ICS Unit of the Inter-American Development Bank. Prior to this position, Miguel was a senior e-Government Specialist at the Organization of American States (OAS) where he managed the Organization´s e-Government portfolio.

Previously Miguel was the Director of Government Relations for Latin America at the electronic government company govWorks, based in New York, where he oversaw various electronic government projects in the region. Prior to his arrival in the US, Miguel lived in Montevideo (Uruguay) where he managed projects related to the modernization of the public sector for the Spanish government (Spanish Agency for International Cooperation and Development, AECID) and the United Nations (UNDP). 

Miguel obtained his Bachelor Degree in Business and Economics at the University of Oviedo (Spain) and his MBA from Thunderbird Business School (Arizona, USA). He has written several articles and documents on electronic government and co-edited the book Latin America Puntogob. His article “e-Government in Latin America: a review of the success in Colombia, Uruguay and Panama” has been published in the Global Information Technology Report 2013 of the World Economic Forum. Miguel has coordinated the Latin America and Caribbean Cybersecurity Report 2016 jointly published by the IDB and the OAS.

Stéphane Duguin has spent the last two decades analysing how technology is weaponized against vulnerable communities. In particular, he has investigated multiple instances of the use of disruptive technologies, such as AI, in the context of counter terrorism, cybercrime, cyberoperations, hybrid threats, and the online use of disinformation techniques.

He leads the Institute with the aim of holding malicious actors to account for the harms they cause. His mission is to coordinate a collective response to decrease the frequency, impact, and scale of cyberattacks by sophisticated actors.

Prior to this position, Stéphane Duguin was a senior manager and innovation coordinator at Europol. He led key operational projects to counter both cybercrime and online terrorism, such as the European Cybercrime Centre (EC3), the Europol Innovation Lab, and the European Internet Referral Unit (EU IRU). He is a thought leader in digital transformation and convergence of disruptive technologies. With his work published in major media, his expertise is regularly sought in high-level panels where he focuses on the implementation of innovative responses to counter new criminal models and large-scale abuse of cyberspace.
